He stands in the pocket, a calm and commanding presence, and uncorks quick, accurate passes to a plethora of Raiders receivers. That’s also how it looks to the trained eye. Carr’s torrid start this year — he ranks third in the NFL with a quarterback rating of 126.5 — impresses even the most discerning crowd: former quarterbacks. The Chronicle consulted Hall of Famer Dan Fouts and two-time Super Bowl champion Jim Plunkett to gather their perspective on Carr’s performance in the season’s first two games.
