Gov. Jerry Brown has signed legislation to reform the California agency that regulates utility companies, legislation triggered by the deadly 2010 San Bruno pipeline explosion. The Sept. 9, 2010 explosion of a Pacific Gas and Electric Co. natural gas pipeline provoked intense criticism of the California Public Utilities Commission, with lawmakers saying the agency had grown too close to the companies it covers. Written by the state senator who represents San Bruno, Sen. Jerry Hill, the legislation signed by Brown on Sunday represents the last in a series of bills designed to clean up the commission.
