(AP) — When Alexis Kozmon and her husband decided to get a dog for their 6-year-old daughter, they chose to adopt rather than buy from a breeder to teach the child the value of rescuing.Four weeks later, the puppy the family named Sugar was dying painfully from distemper, and despite $3,000 in veterinary treatments, the only humane option was to put her down. Two of Sugar's siblings met the same fate. Kozmon faulted the volunteer-based rescue that had trucked the puppies from Texas, but when she complained to New York's consumer protection agency, she learned such groups are exempt from oversight."There was a loophole," said Kozmon, who lives in Middletown, Connecticut, but adopted from a group in southeastern New York.

    PHOENIX (AP) — A former bishop who led the Roman Catholic church in metro Phoenix during a worldwide child sexual abuse scandal has been accused of molesting a young boy 35 years ago.O'Brien, now 81, led the diocese in Phoenix as it became embroiled in a global scandal that rocked the Catholic church after allegations surfaced in Boston about pedophile priests going unpunished.O'Brien's 2003 immunity agreement said a grand jury investigating church sex abuse allegations at the time didn't find evidence that the bishop had engaged in sexual misconduct.Amanda Jacinto, a spokeswoman for the Maricopa County Attorney's Office, said the immunity deal will remain in place, meaning the bishop could not be prosecuted for letting church employees suspected of sex abuse be around children.

(AP) — A New York state agency launched four years ago to protect the disabled from abuse and neglect was staffed with a team of investigators and prosecutors empowered to bring criminal cases against alleged wrongdoers. But it lacked one key thing, according to three recent court rulings: the legal authority to actually prosecute anyone.That has potentially put dozens of convictions in jeopardy and threatens to undermine the mission of the agency, known as the Justice Center, to protect the 1 million disabled, addicted and mentally ill in state care.
