    Balmy weekend outlook has Bay Area residents planning outdoor fun“It’s mid-late July — it does get hot, it can get hot, and it will be hot for those inland locations,” said Scott Rowe, a meteorologist with the National Weather Service.On Friday afternoon, Yerba Buena Gardens was teeming with people enjoying their lunch breaks and eager to bask in another weekend of warmth.At San Francisco International Airport, for instance, the average temperature has been 63.5 from June 1 to July 20, compared with a historical average of 62.7.A ridge of high pressure heading into the area will raise inland temperatures over the weekend, but things will cool off again by next week, although neither swing is expected to be extreme, Rowe said.The lack of scorching heat, though par for the course in San Francisco, can be bittersweet for many city transplants from much warmer climates.Phelan moved to the Bay Area from Tucson a few months ago after graduating from the University of Arizona and expressed a similar sentiment, saying, “I’m missing the crazy heat right now.”

    Berkeley officials have tweaked local laws to give the city more power over unauthorized demonstrations, just days before another far-right rally is planned for downtown. The City Council passed the emergency ordinance on a 7-1 vote during a special meeting Friday evening. The move gives the city manager the power to issue rules for street events whose organizers did not obtain a permit. The planned protest next Sunday, billed as an anticommunist rally, will be the fourth such gathering in the city this year. Pro-Trump events in March and April drew throngs of counterprotesters, including self-styled “antifascist” groups, as police struggled to prevent confrontations.
