    A federal appeals court has revived the political asylum claim of a Bay Area couple from India, advocates of an independent Sikh state, who said police in their homeland threatened to have the wife arrested and jailed if she returned.Baljinder Kaur and her husband, Gurbir Singh, have been fighting deportation orders since 2002, when they overstayed their U.S. travel visas.The affidavit by Kaur’s sister was not “inherently unbelievable,” and the board was required, at this stage of the case, to assume she was being truthful and decide whether her account was a potential basis for asylum, the three-judge panel said.Because of privacy concerns, Kaufman said, he could reveal little about the couple, except to say they lived in the Bay Area, had received work permits while seeking asylum, and were caretakers of a relative with a serious medical condition.
