    The man was putting a mortar into a tube on the 36000 block of Port Sailwood Drive in Newark when an explosion occurred, blowing away part of the teen’s hand, according to Aisha Knowles, a spokeswoman for the Alameda County Fire Department.Newark is one of a handful of Bay Area cities that allow the use of “safe and sane” fireworks, but the pyrotechnics that injured the young man were an illegal variety, according to Knowles.“It was a mortar round, definitely illegal, not safe and sane,” said Capt. Chomnan Loth, a spokesman for the Newark Police Department.
