KATY, Texas (AP) — Bryan Harvey is frequently reminded that he shares a name with the storm that dumped 50 inches of rain on metropolitan Houston and unleashed the floods that have him working 14-hour days towing water-logged cars.Even in their despair, some victims have salvaged a smile by posing for pictures in front of the "Harvey's Towing" sign on the side of his red Dodge Ram 5500 flat-bed truck.More than a week after Harvey slammed Houston, wreckers like Bryan Harvey are still hauling cars and trucks from flooded neighborhoods to dealerships or to vast fields where insurance adjusters can assess the damage.

Hurricane Harvey, and now, Irma, have amplified the risk of buying a used car. Like zombies on wheels, thousands of flooded vehicles that have been declared functionally dead are expected to start appearing in the used car market. A flood that damages a vehicle's body, engine, transmission or other mechanical components is just the start. If no longer operable, the driver's insurance company settles the claim by buying the vehicle and selling it as "salvage" at an auto auction.Unscrupulous car dealers, however, may buy the vehicles, dry and clean them, then transport the flooded cars to states unaffected by the storm or natural disaster and sell them as used vehicles to unsuspecting buyers.
