A San Francisco neighborhood was under a shelter-in-place order Monday morning after a man shot a woman and barricaded himself in a house late Sunday in a standoff with police that began late Sunday, officials said. “We have a team of negotiators trying to get the suspect to surrender as soon as possible, and then we’ll be able to get on with our investigation,” Officer Robert Rueca, a spokesman for the San Francisco Police Department, said just before 7 a.m. Monday morning. The shelter-in-place order was issued about 11:45 p.m. Sunday after the woman was shot in the Corona Heights Park area, according to police.
